Members present:            Dr. Lon Shell (SWT), Dr. Billy Harrell (SHSU), Marlin Priddy (TSU), Kyle McGregor (TSU), Tom Hickerson (I), David Howell (I), Gerald Kelley (I), Keith Kent (II), Warren Beard (II), Joe Hanke (III), Freddie Engelbrecht (III), Alan Read (IV), Mike Jackson (IV), Rick Elmore (V), Mike Teague (VI), Steve Belyeu (VI), Pat Real (VII), Don Henson (VII), Jeff Kelley (VII), Michael Tondre (VII), Barry Choate (VIII), Herb Casey (VIII), Charles Nichols (IX), Michelle Davis (X), Rick Ford (X), Dr. Dale Perritt (SFASU), Dr. Glen Shinn (TAMU), Chris Pitman (Linear), Kirk Edney (IMS).

The meeting was called to order at 4:02 p.m.  Introductions were made.  The minutes of the previous meeting were read.  Charles Nichols moved to approve the minutes.  The motion passed and the minutes were approved.  Dr. Muller is teaching 2 classes this summer, and will not be in Corpus until Wednesday.

Agricultural Mechanics Project Shows Update

Dr. Harrell said that for the 2003 HLSR show, class 24 utility trailers will be split into two different classes.  Mounted and pull-type equipment will be combined into one class, and a class for non-traditional trailers will be considered.  Dump trailers will be in class 30.  It is anticipated that the 2003 HLSR catalog will require lights, reflective tape, and tow chains on any trailer operated on a public road.  Projects must meet all applicable TxDOT regulations and ASAE standards.  Dr. Shell is working to post this information on the SWT website, and a link on the IMS website will also access the SWT site.  All electrical cords must be of the grounded 3-prong type, and GFCI’s and indoor/outdoor rated electrical enclosures must be used.  The sweepstakes award at Houston in 2003 will be a trophy only.  Houston is considering the possibility of adding 2 refurbished tractor classes, with a minimum size of 20 hp at the PTO or belt drive.  The Houston date should not conflict with SALE in 2003.  Kirk Edney will continue to research towing regulations.  Dr. Harrell will contact a TX DOT or DPS representative to make a presentation at the CDE update on Wednesday.  No flammable or combustible liquids may be used in HLSR facilities.  Judges will be instructed to make allowances for imperfections due to travel damage, and projects will be exhibited in the transport position.  The awards PowerPoint will continue to be refined in the future.  HLSR and SALE do not use the same judges.  Entries will stage at Reed Road prior to move-in on February 27, 2003, and will be displayed and judged at the west end of the new facility on February 28.  Awards will be presented on march 1, 2003.

Dr. Shell spoke about the Junior Agricultural Mechanics project show at SALE.  He felt that the show was very successful, and promised to have more judges for the 2003 show.  He is seeking names for tractor restoration judges.  Show dates are February 13 –15, 2003.  Judges will drive tractors on Friday afternoon.  A judging time window for projects will be instituted.  Safety chains will be required on al trailers, and trailer classes will change some from 2002.  The sweepstakes award will be a plaque.  San Angelo will initiate an Ag Mechanics Project Show in 2003, and the Star of Texas Fair plans to incorporate a project show.

Tractor Technician CDE

Dr. Harrell confirmed that there will be 3 minutes 55 seconds allowed per component at the state CDE.  Each participant in the state CDE should bring 10 copies of a 1-page resume for participation in the business & industry interview component.  Eye protection must meet the ANSI Z.87 standard.  Teachers are reminded to teach and use digital multi-meters(DMM); test lights will not be used, due to the 10 mega-Ω factor.  Fire extinguishers must be type ABC, 2.5 lb. capacity.  Drip pans must be 2 gallon capacity, with a 16” intake.  There will be NO test drive until a team identifies and corrects ALL malfunctions.  Area VIII would be willing to conduct their CDE at Navarro College, on either 1/14/03 or 1/21/03,due to date changes in the Mid-Tex Farm & Ranch Show.  This issue will be discussed after today’s meeting adjourns.

AGCO will provide the tractor for the 2003 State Tractor Technician CDE, and may be a Massey.

Reviewing the 2002 CDE

Rick Ford, Area X, stated that his students felt challenged but not overwhelmed by the state CDE.  All agreed that the contest met their expectations, and none expressed any particular disappointment.  Rick Elmore, Area V, and Mike Teague, Area VI, felt that the Bi-Area CDE may have been a little weak.  It is hoped that this will be corrected in the future.

Planning for the 2003 CDE            Theme:            Processing Systems.

For the 2003 event, consider such concepts as sweet corn, vegetables, feed crops, mixing and mill operations, refrigeration, packing sheds, wholesaling, skid-steer loaders, palletized & bulk handling.  The event will continue to be curriculum driven, and Agriscience 221 – Introduction to Agricultural Mechanics is the focus course for basic skills and competencies.  Rick Ford of Calallen, Area X suggested that new teachers intending to encourage students to participate in this CDE should teach the 221 course annually, and fine-tune specific skills in other semester courses.

Rick Elmore of Decatur, Area V moved that the Machinery & Equipment Skill focus on skid-steer loaders.  Freddie Engelbrecht of Brazos, Area III seconded the motion.  The motion passed.  A general discussion on the skills rotations followed.  Don Henson of Goldthwaite, Area VII said that this is a thinking CDE for teachers, not a memorizing CDE for team trainers.  David Howell of Cotton Center, Area I reminded teachers that this CDE covers the 221 curriculum plus other skill areas, and the TAKS objectives reinforce the math emphasis in our CDE.  Descriptions for specific skills can be taken from the National Ag Mechanics CDE website, and teachers can follow the short lists and other information about the CDE provided in the National FFA Chapter Resource Guide for further information.  After considerable discussion, the committee adopted the following focus matrix for the CDE to cover the next 4 years.

Election of Officers

The committee needs to select a superintendent-elect; this individual will serve as CDE superintendent for 2004-2005.  Dr. Harrell nominated Kyle McGregor of TSU.  His nomination received a second, and there were no other nominations.  Kyle was elected by acclamation.  Kirk Edney will attend the State CDE Committee meeting on Wednesday and provide information regarding our advance planning here today.  Pat Real is our representative to this committee.

Caps & Awards

Dr. Muller and Dr. Harrell maintain the funds of the Texas Agricultural Mechanics Committee, and invite any interested parties to “audit” these funds and their expense records at any time.  Cap payment can be made at the same time as entry fees.  The word “State” will be added to the logo on the caps.
